The B737-400 comes in several different configurations, from two-class (economy and business) to one class (economy only).
The aircraft may be fitted with the maximum 150 economy seats or a two-class layout, which can be 4/144, 8/138, 12/132, 20/120 or, as seen here, 16/126.
Note that the exit rows are the same, rows 11 and 12, whatever the configuration.
